Ranking Member Adam Smith (D-WA) issued a statement following President Trump’s signing of H.R. 3838, the National Defense Authorization Act for Fiscal Year 2026 (FY26 NDAA), into law. Smith emphasized the bill’s bipartisan foundation and praised its provisions to support service members, strengthen national defense, and implement what he called “the most significant acquisition reforms in a generation.”
While acknowledging that the legislation includes provisions he opposed, Smith framed the final package as a continuation of the Armed Services Committees’ bipartisan tradition. He thanked Chairmen Rogers and Wicker, as well as Ranking Member Reed, for their collaboration in advancing the bill.
