Press Release Date: December 23, 2025

Ranking Members Raskin, Meeks, and Castro sent a letter to Secretary of State Marco Rubio demanding documents related to a reported agreement with El Salvador that allegedly involved terminating U.S. informant protections in exchange for third-country deportation cooperation. The letter cites concerns that the arrangement may have undermined federal investigations into MS-13 and obstructed justice for American victims.

The members allege that Secretary Rubio personally discussed the deal with President Bukele in March 2025, and that DOJ officials objected to the termination of informant agreements. One high-profile MS-13 leader, César López Larios, was reportedly deported to El Salvador two days after the conversation. The letter also references prior allegations that Bukele’s government negotiated with MS-13 leaders for political support.

This request follows earlier letters from Democratic members seeking transparency on the administration’s bilateral agreement with El Salvador and the use of the CECOT prison for U.S. deportees. The letter asserts that the State Department has failed to provide required disclosures and sets a new deadline for document production.
